Giveaway winners to pay the Paypal fees

S.O.C.K.S. (Shannon's Online Consignment Kids Store) recently held a giveaway in which the winners had to agree to pay the Paypal fees. Hello??!! Paypal fees are NOT supposed to be charged to customer! That is clearly stated in Paypal's User Agreement! (Check back a couple of posts.) If I was one of the winners, I would be disputing that fee!
