If the vendor's name is followed by "first offense", it means that this is the first time this vendor has been reported and the vendor has a chance to correct the issue and be removed from the list. If the vendor's name is followed by "repeat offender", it means that this vendor has been reported on multiple occasions and blatantly disregards Paypal's User Agreement.

Definitions used to determine who is on what list~ FAKE FANS: Those who like vendor pages for giveaways, then unlike it shortly after giveaway closes or use multiple profiles/pages to enter giveaways. BAD VENDOR: Sells product(s) but fails to deliver product or give a refund. (If you had to pay any money for a giveaway item, even just shipping, and vendor fails to deliver, it falls under Bad Vendor category.) DISAPPOINTING VENDOR: Sponsors giveaways but doesn't deliver prize(s) won. ©
